Our Team
William H. Merrick
Executive Director | CEO
William Merrick is a seasoned professional dedicated to community development and affordable housing. With a background in architecture, construction management, and community rehabilitation, he has extensive experience managing large-scale industrial and residential projects across Louisiana, Mississippi, and Texas.
Prior to joining Empower CDC, William served on their board of directors. He played a key role in developing several ongoing programs, including Empower's Senior Home Rehabilitation program, which helps the community's most vulnerable residents age-in-place.
Inspired by his own upbringing in Mississippi, William is passionate about helping others achieve financial stability through homeownership. In his downtime, he enjoys gardening and playing sports with his family.
Haja Isata Macauley
Project Coordinator
Haja Isata Macauley is a Construction Project Coordinator and former Peace Corps Volunteer with a passion for sustainable development. With a background in biology, chemistry, and urban sustainability, she works closely with the Project Manager to develop, drive, and implement project goals at Whitestone Developments. She drafts, reviews, and sends communications on behalf of Whitestone Development, manages stakeholder communications, and organizes meetings. She thrives on building meaningful, impactful projects that inspire change, empower communities, and respect the planet.
Macauley earned her BS in Biology from Texas Southern University.
